Usage of one shim on inboard bolt only, will provide greater clearance. Note: Do not use more than 3 shims on either side. When installing replacement starter motor: DO NOT use an impact gun or breaker bar to tighten bolts!
Why is my starter hitting the flywheel?
Sounds like somehow the bolts got loosened, or the starter was removed for some reason and the shims were not installed between the starter and the block. If it’s removing metal from both the starter and the flywheel, it needs to be shimmed away from the starter. You can get these shims a any auto parts store.

If witness marks indicate any-thing ring gear should measure 3/4”- 11/16” deep. If depth is less than 11/16” install inner shim.
